Abstract

Scientific competencies constitute the key to development if it is invested in appropriate are places. Iraq has the scientific Competencies that proven their qualifications and scientific in all forums, however, the violence witnessed by the social system in a different way ted to these competencies leaving the Iraqi academic scientific community and the reason for compulsory suspension of the labor market is either through murder, assassination or displacement as result, the opportunities for developmental advancement are lost.  Therefore, this study seeks to build a strategy to maintain these competencies by taking a set of measures necessary to enhance their scientific and cultural capacity extending bridges the between competencies who reside and reside abroad.
